Press Release (BVI)

ROADTOWN Tortola BVI, March 19th, 2012  – The Governor’s Group is reporting on its 2011 change initiatives and service delivery improvements, which were agreed upon by department and unit heads during the Governor’s Group first annual Planning Day.

The Governor’s Group was charged with focusing on one change initiative and service delivery improvement at the planning day held on March 4, 2011. During that session, all the departments and units that fall under the Governor’s Group identified the change initiatives and service delivery improvements that they will focus on in 2011 to make the work of the group more efficient while improving the services delivered to customers.

Permanent Secretary in the Deputy Governor’s Office Mr. David Archer explaining the importance of this exercise to the Department of Information and Public Relations shared, “Setting objectives is a critical component of any successful organisation.

As a group, we have pledged to enhance our daily work by introducing new initiatives and goals that will expand our current capacity and provide enhanced services to our customers. Along with developing our staff, setting objectives will always be a priority of our group.”

The Deputy Governor’s Office completed the Efficiency, Innovate and Save Competition that invited ideas from both the public and private sectors on ways in which the Government of the Virgin Islands could cut cost while improving services. Based on the overwhelming responses to this initiative, the office has decided to continue this programme in 2012 and will re-launch the programme in March.

The office also successfully launched its World Class Magazine, which is designed to provide current and cutting edge information on the work and management of the public service as well as managing and developing talent for and within the public service.

The Civil Registry and Passport Office completed their Civil Registry Information System’s Website where members of the public can access forms and submit them electronically, as well as request certified copies of birth, death and marriage certificates. The website is presently in the testing phase, where members of the public can visit and request services. The website will be officially available on April 2.

The Department of Disaster Management (DDM) facilitated a number of in-house and inter-departmental training workshops and orientation sessions to assist other agencies in developing disaster management plans and procedures in an effort to improve the level of preparedness among government entities and to ensure business continuity operations following hazard impacts.

The department also developed an innovative system for monitoring, evaluating, and reporting on the achievements of the DDM’s strategic initiatives and to establish greater accountability among officers in achieving their work plan activities, as outlined in their performance agreements.

The Governor’s Office has continued to lead the charge of a paperless office by sending invitations and correspondences electronically while the High Court Registry completed their Juror Orientation Video, installed voice recognition software and purchased video conferencing equipment.

The Department of Human Resources began their Job Analysis Project. The objective of the project is to analyse the jobs within the public service and ensure that they are current and in keeping with best practices. Additionally, the exercise is geared towards recognising the optimum staffing and structures needed to ensure the efficient operation of the Public Service.

The Royal Virgin Islands Police Force (RVIPF) successfully installed Closed-Circuit Television Cameras (CCTV) throughout the Territory to help prevent, detect, and reduce crime. Additionally, the Central Command Control Room was completed. This room will be used to monitor the activities on the CCTV Cameras.

The Office of the Director of Public Prosecutions improved the recording of criminal convictions and in turn provided the RVIPF with information to update their system. They were also able to cut down on the use of paper by recycling and printing on both sides.

The Attorney General’s Chambers and Magistracy have increased training and the development of staff. The Elections Office coordinated an awareness campaign leading up to the general election to educate the populace about what to expect on polling day and executed a successful general election.

The group is presently planning its second annual planning day where once again one change initiative and service delivery improvement will be identified for the team to focus on in 2012.

The Governor’s Group remains committed to its responsibility to lead, support and champion the cause of a good public service by promoting a public service culture of productivity and accountability.
